The question

Think of the idea you parked because it needed something you don't have — the technology, the licence, the capability, the partner: could you write out now, line by line, which parts of it are genuinely missing and which are already sitting somewhere in your business, your suppliers' hands or your customers'? The cost of never writing that list is that a shortage you never verified keeps deciding what you attempt.

The idea

Joseph Schumpeter was not yet thirty, a young professor in Austria-Hungary, when he published what became The Theory of Economic Development, in 1911; the English translation came out of Harvard in 1934, by which time he was teaching there himself. His claim was that economic development doesn't come from inventors. It comes from what he called new combinations — carrying out an arrangement of means that already exist. He listed five: a new good, a new method of production, a new market, a new source of supply, and a new way of organising an industry. Notice what is absent from that list. Nothing on it requires you to bring anything into existence; every one of the five is an act of arrangement. It's the opposite move to first principles, which strips a problem back to fundamentals and rebuilds from them — recombination leaves every part intact and changes only what sits next to what. Schumpeter was explicit that the inventor and the entrepreneur are different jobs: an invention sits inert until somebody carries it into the world against resistance, and the carrying is the innovation. However many mail coaches you add together, he wrote, you never get a railway. The trap is auditing for what's missing. Most people look at an idea, find one component they don't own, and stop — when that component can usually be borrowed, bought or partnered into, and the real scarcity was the arrangement.

The framework

Invention and innovation are two different jobs — and only one of them is yours.
Schumpeter separated the person who thinks of a thing from the person who carries it out, and gave the second one the credit. The distinction is practical rather than academic: it tells you that waiting for an original idea is waiting for the wrong input. The means already in front of you — a technology someone else built, a channel someone else opened, a process another industry settled on decades ago — are raw material. Your job isn't to add to the world's stock of ideas. It's to be first to put two of them into the same arrangement and take the consequences.

The five cases are the most useful checklist in the whole subject, because four of them have nothing to do with the product. A new good. A new method of making it. A new market to sell it into. A new source of supply. A new way of organising the industry around it. Run your last three initiatives against that list and you'll almost certainly find they all crowded through the first door. The other four stay less contested precisely because they don't feel like innovation while you're doing them — they feel like operations, procurement or admin.

What do you already hold that has never been put next to anything?
Write the inventory before you write the idea. List what the business actually has: the customer relationships, the data nobody looks at, the manufacturing slot running at half capacity, the licence, the distribution, the reputation in a category next to yours. You'll have made a list like this before for a different purpose — core competencies and the resource-based view inventory what you hold to find out whether it defends you. This one isn't scored. It exists so items can be dragged against a second list, drawn from two industries you're not in, and most of what gets called a flash of insight was somebody holding the longer list.

Nobody has tried it yet, and that fact is information.
When you land on a combination that looks obvious, ask why it hasn't happened already. There are three honest answers. It has been tried and it failed, which you can usually establish in an afternoon of asking. It's blocked by something structural — a regulation, a contract, a cost that has only just fallen. Or the two halves have simply never sat in the same head, because they live in different industries and the people holding them never meet. Only the third answer is an opportunity, and it's also the most common one, and it's the one nobody checks for.
