The question

Go back to the last decision that went badly: somebody in that room knew better and didn't say so. They weighed two seconds of risk against a year of being the difficult one, and the year won. You already know which habit of yours did the teaching — the face, or the reply you always give first.

The idea

Elizabeth Morrison and Frances Milliken, professors of management at New York University's Stern School of Business, gave the problem its shape in Organizational Silence (Academy of Management Review, 2000). Silence, they argued, is a collective outcome with two ordinary causes. The first is managers' fear of negative feedback, sharpest when it arrives from below — criticism from subordinates, the evidence they cite shows, is judged less accurate and more threatening to a manager's credibility than identical criticism from above. The second is a set of implicit beliefs held at the top: employees are self-interested, management knows best, and agreement is a sign of health while dissent is a sign of trouble. Those beliefs harden into a climate of silence — the shared perception that speaking up isn't worth the effort and voicing a concern is dangerous. Three years later, with Patricia Hewlin, they interviewed forty employees across industries (Journal of Management Studies, 2003): the reason offered most often for staying quiet was not dismissal but being labelled negatively and losing a relationship worth more than the point. Amy Edmondson measured whether people feel safe enough to speak. This pair explain what a manager does to teach them they are not.
