The Buffer Choice

The question

When demand for your business spikes next month — the week everyone calls at once, the order that lands at three times the usual size — which of the three absorbs it: stock you're already holding, capacity you've deliberately left idle, or your customer's patience? For most businesses it's the third, and nobody chose it; it simply happened, and the customer paid the bill.

The idea

The same Factory Physics that turned waiting time into three multiplied terms carries a second law, and this one reaches a long way past factories. The variability buffering law holds that variability in a system will be buffered by some combination of inventory, capacity and time. Not may be. Will be. If arrivals are uneven, or jobs vary in size, or things occasionally break, the system absorbs it somewhere: in stock held ahead of demand, in capacity deliberately left idle, or in queues and lead times where the customer does the waiting. There's no fourth option and no opting out — which is what Hopp and Spearman meant by insisting on laws rather than maxims. A maxim you can disagree with. A law just sends the bill. The trap is that only two of the three sit on anyone's budget. Inventory shows up on the balance sheet and capacity shows up in payroll, so both get counted, argued over and cut every year. Time appears nowhere, which is exactly why it's the buffer most businesses end up using — by default, and usually without ever noticing they made a choice.

The framework

Name the buffer you're already using.
Take one part of your operation and ask what happens on a bad day. If the answer is that you ship from stock, your buffer is inventory. If the answer is that someone works late or a spare machine comes on, your buffer is capacity. If the answer is that the queue lengthens and people wait, your buffer is time — the one that never appeared in the plan. Most operations run some mix of all three, but there's almost always a dominant one, and naming it out loud is the first honest thing you can do about it.

Which buffer is cheapest depends on what you sell.
The choice isn't free-floating; your business narrows it before you get there. A manufacturer with cheap, durable, forecastable output can buffer with inventory and probably should. A service business can't — you cannot make consultations in advance and stack them on a shelf, so the only live options are spare capacity or the customer's waiting time. Fresh food and fashion can't hold much either, because the stock spoils or dates. Work out which of the three you are structurally allowed to use, then choose deliberately inside that set instead of defaulting to the one that hides.

Time is the buffer nobody invoices.
Inventory has a line on the balance sheet and idle capacity has a line in payroll, which is why both get argued about every year. The time buffer has no line anywhere, so it grows unwatched — nobody signs off a lead time the way they sign off stock. Price it once and it stops being invisible: the orders you lost last quarter because you were three weeks out, the discounts that were really apologies for lateness, the customers who never complained and never came back. A wait you've quoted and been paid for is a term of trade; a wait nobody decided is revenue leaving quietly.

A flexible buffer does more work than a rigid one.
Hopp and Spearman add a corollary that does as much work as the law: flexibility reduces the amount of buffering you need. Generic stock covers more demand patterns than the same money split across specific variants. Cross-trained people cover more absences than the same headcount each trained for one job. A machine that runs three products absorbs a shift in mix that three dedicated machines can't. So before buying more of any buffer, ask whether the one you already hold could be made more general. Buy more of a rigid buffer and you've covered a single pattern — and the next bad week rarely arrives in the same shape.
